A Balkans eSIM needs to match your route before it matches your budget. An allowance that works in Croatia and Montenegro is only useful for a Kosovo stop if Kosovo is also covered. This comparison checks both the bill and the borders, with fixed-data options from Horizon, OvoSIM, Airalo, Nomad and Saily, plus Holafly’s different unlimited model.

  • Horizon: 5 GB / 30 days €5.93; 10 GB / 30 days €11.68.
  • OvoSIM: 5 GB / 30 days €18.99; 10 GB / 30 days €28.99.
  • Nomad: 5 GB / 30 days €21.78; 10 GB / 30 days €33.98.
  • Airalo Europe: 5 GB / 30 days €17.50; 10 GB / 30 days €27.50.
  • Saily: 5 GB / 30 days €17.99; 10 GB / 30 days €29.49.

Horizon has the lowest price among the fixed-data offers above for both allowances. At 10 GB / 30 days, it is €15.82 below Airalo, the next-lowest listed price, a 57.5% reduction. This is a comparison of the displayed package totals; it does not establish better signal or identical coverage. Against OvoSIM’s €28.99 10 GB / 30-day package specifically, Horizon’s €11.68 is €17.31 lower (59.7%). Check the country differences below before treating that saving as the cost of your whole route.

The coverage test: write down every border

Horizon’s Balkans package includes Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Montenegro, North Macedonia, Romania, Serbia, Slovenia and Turkey. One purchased allowance is shared across those covered countries. Kosovo and Hungary require another suitable plan.

If your trip includes Kosovo, you can also add a Horizon Kosovo eSIM alongside your Balkans plan. It is a separate purchase with its own allowance; adding it does not extend the regional package’s coverage. Check that your phone can store the profiles you need and select the right data line at the border.

The providers’ regional names hide meaningful differences:

  • Horizon Balkans: 11 countries listed above. Includes Romania, Slovenia and Turkey; add Kosovo separately.
  • OvoSIM Balkans: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Kosovo, Montenegro, North Macedonia and Serbia. Kosovo is included; Romania, Slovenia and Turkey are outside this nine-country package.
  • Nomad Balkans: Horizon’s 11-country list plus Hungary. Useful for a route through Hungary; Kosovo is outside the listed package.
  • Airalo Europe: 41 countries, including all 11 in Horizon’s Balkans list. Broader European coverage; Kosovo was absent from the checked list.
  • Saily Balkans: The same nine countries listed for OvoSIM above. Includes Kosovo; check a different plan for Romania, Slovenia or Turkey.
  • Holafly Balkans: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia. Five-country scope; Croatia and Greece are outside this particular regional offer.

These are observations from the linked product pages, not a ranking of signal quality. A larger country count only adds value when those extra countries are on your route. In particular, Airalo’s checked Europe package includes non-EU Balkan countries: do not assume that every product called Europe is limited to the EU.

Three routes, three buying decisions

Ljubljana → Zagreb → Kotor. Slovenia, Croatia and Montenegro are all in Horizon’s package. The 5 GB option is a smaller allowance for maps and messages with Wi-Fi for large uploads; the 10 GB option gives more room for photo sharing. Both compared plans last 30 days. That validity is a deadline for the total allowance, not fresh data every day.

Tirana → Pristina → Skopje. Add the separate Kosovo eSIM if choosing Horizon, and budget for both purchases. OvoSIM and Saily include all three stops in their regional list. Compare that convenience against the combined Horizon checkout total; the regional-only savings above do not include a Kosovo add-on.

Belgrade → Bucharest → Sofia → Istanbul. Serbia, Romania, Bulgaria and Turkey are all included in Horizon’s 11-country plan. That makes the coverage differences especially relevant: OvoSIM’s checked Balkans package includes Serbia and Bulgaria; it excludes Romania and Turkey.

What a better comparison should tell you

A provider’s starting price can describe a tiny allowance or a short validity. It does not tell you the cost of a month-long 10 GB plan. The result is a price comparison you can repeat, with coverage exceptions visible beside it.

We have not timed support queues, driven every route or performed controlled network-speed tests. Horizon’s case here is the documented price of its regional allowance, instant support and the route coverage described above. Another provider may be the better fit if its included countries or unlimited allowance remove a problem on your particular trip.

Before a border crossing

Download your onward route while connected, keep the eSIM installed, and follow its activation instructions. A network change can take time, and tunnels, mountains and ferries can interrupt signal even in an included country. Coverage on land does not promise a connection at sea. If the next stop is Kosovo, switch mobile data to the separate Kosovo line; keep data roaming disabled on your home line unless you intend to use your carrier’s roaming.
