For a Dubai stopover, buying a large month-long allowance can cost more than you need. For a longer UAE stay, the ranking changes with the data amount: Horizon's checked 1 GB / 7-day price is below Nomad and Saily, while Nomad, Airalo and Saily all cost less than Horizon at the matched 5, 10 and 20 GB / 30-day tiers.

A small allowance for a Dubai stopover
If 1 GB is enough for your own expected use, the checked offers were:
- Horizon UAE: €3.10 for 1 GB / 7 days.
- Nomad: €3.48 for 1 GB / 7 days.
- Saily: €7.99 for 1 GB / 7 days.
- Airalo: €4.00 for 1 GB / 3 days, with shorter validity.
Horizon is €0.38 below Nomad for the matching seven-day allowance. Airalo's three-day option is listed separately because it would not cover a four-day stopover. Data use still matters: airport transfers and messages are different from video streaming or laptop work.
Do not activate earlier than the plan instructions require. Prepare your accommodation address, bookings and maps offline, and keep a stable internet connection available for installation. Horizon instant support can help with setup and mobile-data settings.
Longer stays: compare the same 30-day tiers
All figures below are total data for 30 days.
- Horizon: 5 GB €14.75; 10 GB €29.32; 20 GB €58.45.
- Nomad: 5 GB €9.58; 10 GB €16.12; 20 GB €25.26.
- Airalo: 5 GB €11.00; 10 GB €18.00; 20 GB €30.50.
- Saily: 5 GB €10.49; 10 GB €17.99; 20 GB €30.49.
Nomad is the lowest-priced provider in this matched set. Horizon's 10 GB package costs €13.20 more than Nomad's (€29.32 − €16.12). If price is your main criterion and the published terms meet your needs, that difference deserves attention. Horizon's instant support is part of its offer, not evidence that competing support is slower.
Horizon's checked catalog also offers 10 GB / 60 days for €29.32, the same price as its 30-day option. That longer validity can matter on a stay beyond a month; it does not add data. Airalo's separate 5 GB / 7-day offer is €10.00, compared with €11.00 for 30 days. Match the actual trip length before choosing.
UAE coverage is not the same as Middle East coverage
Dubai, Abu Dhabi and Sharjah are within the UAE. A UAE country plan is the appropriate starting point for those stops, while local reception still depends on the network and location. Horizon currently lists etisalat by e& and DU UAE. Airalo lists Etisalat; Nomad lists du. We have not tested these networks ourselves.
Horizon's current Middle East package covers Egypt, Israel, Kuwait, Oman, Qatar, Saudi Arabia and Turkey. It does not include the UAE. A Dubai-and-Turkey itinerary therefore cannot use that package alone. Choose a UAE purchase alongside the appropriate Turkey or regional purchase, or compare another product whose included-country list explicitly covers both stops. Separate purchases have separate allowances and validity periods.

Purchase timing and an unlimited Dubai option
Saily says its eSIMs cannot be purchased from within the UAE. Arrange that purchase before arrival and follow its installation instructions. The notice is on its official UAE page; we do not assume the same restriction applies to every provider.
Holafly's Dubai product page lists 7 days of unlimited data at US$27.50 in its USD duration table. It names DU, permits 1 GB per day of hotspot sharing, and describes possible temporary network fair-use speed reductions. This is a Dubai-labelled offer: confirm your other UAE stops in its current product details before purchasing.
The unlimited offer is not a 10 GB / 30-day equivalent, and its USD price is not used in the EUR differences above. A generous phone allowance also does not remove the daily hotspot limit. Confirm any essential calling or business-app requirements with the provider; a data allowance alone is not a promise that every service works as expected.
Hotspot, compatibility and instant support
Horizon includes free hotspot sharing on every plan. Phone and laptop use come from the same purchased pool, without a separate daily hotspot cap. Nomad supports tethering, with stability affected by the device and local network. Airalo supports it where the device and network allow it. Saily's UAE technical details list no hotspot restrictions.

How these prices were checked
