If nothing registers at all, read the package list again: at a stop that is not on it, no amount of settings work will help, and a local option or a second plan is the answer.

Installation and activation are separate steps for some packages. Install with suitable Wi-Fi before departure, then follow the exact activation event and validity period shown in the selected package. Activating early can start the validity clock where the package terms say it does. Measure that window against the whole trip rather than the first leg: a route that runs longer than the window needs a longer package or a plan for the remaining days. Naming the lines in settings, one for data and one for calls, makes it obvious later which one an app is using.

A regional package usually fits an itinerary with several included countries, while a dedicated country plan can be easier to compare when most nights are in one place.
