Croatia is an EU member, so a phone plan from the EU or EEA already roams here under Roam Like At Home and a travel eSIM mainly earns its place for visitors arriving from outside that area. The old coastal road between Split and Dubrovnik passes through the Bosnian town of Neum, which puts two extra border crossings and a country your Croatia plan does not cover in the middle of the drive; the Peljesac Bridge, open since 2022, keeps the same journey inside Croatia. Zagreb's upper town, a tram ticket and a table booked for the evening use very little; Pula and the Istrian hill towns add a rental car, parking apps and a hotel entrance that is easier to find as a pin.
A seafront apartment, the sea organ at sunset and a day out towards the Kornati islands push photographs and uploads well above a city break. Hotel Wi-Fi usually absorbs the evenings.
Cars cannot reach most old-town hotels, so save the gate and the stair name offline before arriving. If the plan continues into Bosnia and Herzegovina or Montenegro for a day trip, each one needs its own line on the destination list.

Coverage is strong in island towns and around harbours, so checking ferry times and messaging works well. Out on open water along the Adriatic, between ports like the routes to Hvar, Brač or Korčula, signal can come and go, so it's smart to download anything you need before you sail.
