Two weeks, or a trip where you are navigating every day and sharing the connection, is a 5 GB or 10 GB decision. The country is small; the data question is really about how much you stream.

From 3 GB to 10 GB the ladder is unusually flat: you pay almost exactly €0.80 per gigabyte whichever rung you pick, so there is no volume trap and no reward for over-buying. Only the 20 GB plan moves the rate, and only slightly.
The 1 GB starter sits outside that pattern at €0.99 per gigabyte, which makes it a stopover plan rather than a trip plan. A lower one-time introductory price is shown on the plan page where an account is eligible for it.
Two practical notes. 3 GB costs the same at 15 days and at 30 days, so take the 30-day version — the longer window is free. And because the rate is flat, buying the size you actually need costs you nothing in efficiency, which is not true of every destination.
How much data does a week in Montenegro use?

A coastal week where you are on wifi at the apartment each night lands around 1.5 to 2 GB. The same week with daily video calls home and feeds on the beach gets you to 4 or 5 GB. If you are working from Kotor with a laptop on the connection, where the selected plan and your device allow it, plan on 10 GB and stop doing arithmetic.
What the single-country plan costs you against the regional one
The rate is the whole argument. Montenegro's own plan runs €0.80 per gigabyte; the Balkans regional plan runs €1.30 — €12.99 for 10 GB, but spread across eight countries. Buying the country plan for a country-only trip is the difference between €7.99 and €12.99 for the same 10 GB.
The regional plan earns that gap back the moment your route crosses a border, which happens more often than people plan for: flying into Dubrovnik and driving down the bay is one of the standard ways into Montenegro, and Tirana is the other. One purchase then covers Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Montenegro, North Macedonia and Serbia. Before you drive into the mountains
The coast and the main roads are one kind of trip. The Durmitor massif, the Tara canyon and the back road over Lovćen are another. Whatever network you are on, download offline maps for those sections before you leave Kotor or Žabljak — it costs nothing, it saves the allowance, and it means a lost signal is an inconvenience rather than a problem.
