Portugal is in the EU, so start with your own mobile plan: if it comes from an EU or EEA operator, it may already work there at home prices. If it doesn't, or its roaming allowance is small, here are the checked 5 GB and 10 GB data-only prices for 30 days, for a Lisbon or Porto city break, the Algarve, or a winter trip to Madeira or the Azores.

Matched fixed-data prices

  • Horizon: 5 GB / 30 days €2.51; 10 GB / 30 days €4.84.
  • Airalo: 5 GB / 30 days €8.50; 10 GB / 30 days €10.00.
  • Nomad: 5 GB / 30 days €8.77; 10 GB / 30 days €14.04.
  • Saily: 5 GB / 30 days €8.99; 10 GB / 30 days €14.99.
  • Ubigi: no one-off 5 GB / 30-day plan; 10 GB / 30 days €11.00.

Horizon has the lowest price among the fixed-data offers above for both allowances. At 5 GB / 30 days, Airalo's €8.50 is the next-lowest price, €5.99 above Horizon's €2.51. At 10 GB / 30 days, Airalo's €10.00 is again next, €5.16 above Horizon's €4.84, and Ubigi's €11.00 is €6.16 above it. This is a comparison of the displayed package totals; it does not establish better signal or identical coverage.

Who still needs a Portugal eSIM

The EU's roam-like-at-home rules cover SIMs from EU and EEA operators in other EU and EEA countries, so an EU plan can usually be used in Portugal at domestic prices. Your operator can apply a fair-use policy, and some plans with large or unlimited home data set a smaller allowance for use abroad, with a surcharge above it. If that allowance covers your trip, you may not need a second plan.

A travel eSIM is more useful if:

  • your plan is from the UK, which is outside the EU: some UK plans include EU roaming and others charge a daily fee, so check yours;
  • you are visiting from outside the EU and EEA, for example from the Western Balkans, Turkey, the Middle East or North or South America, where your own operator's roaming prices apply;
  • you are an EU or EEA traveller whose roaming allowance is too small for maps, uploads or a laptop on hotspot.

Short visits: 7-day plans

Horizon lists its 7-day plans at the same price as the 30-day plan of the same size: 5 GB for 7 days at €2.51 and 10 GB for 7 days at €4.84. Airalo's 7-day plans cost €7.00 for 5 GB and €9.50 for 10 GB, and Ubigi lists 10 GB for 7 days at €9.00. Saily and Nomad listed no 5 GB or 10 GB plan shorter than 30 days.

For a long weekend, Horizon's 3 GB for 7 days is €1.58; Airalo's shortest 3 GB plan, for 3 days, is €5.50.

Larger allowances and longer stays

At 20 GB for 30 days, Horizon lists €9.50, against €17.50 at Airalo, €17.55 at Nomad and €24.99 at Saily. At 50 GB for 30 days, Horizon lists €23.49, against €32.00 at Airalo, €35.00 at Ubigi and €39.48 at Nomad.

Horizon stays lowest at these sizes, but it has no unlimited Portugal plan (Airalo, Nomad, Saily, Ubigi and Holafly list one) and no validity beyond 30 days. For a stay of several months, such as remote work in Lisbon, compare a new Portugal plan each month with Horizon's Europe plan, which lists 20 GB for 90 days at €14.37 and 50 GB for 180 days at €35.64.

Lisbon, the Algarve and the islands

In Lisbon and Porto, accommodation Wi-Fi can take backups and downloads while mobile data covers maps, tram and train times and messages. On the Algarve, a hire car and long days away from Wi-Fi can use more than you expect. Check your phone's data history before choosing.

Madeira and the Azores are autonomous regions of Portugal and part of the EU, so the same roaming rules apply there for EU and EEA plans. Horizon's Portugal plans list Portugal as their coverage, without a separate island listing. Signal on the islands, in the mountains and in remote areas depends on the local networks, so download offline maps before long walks, and ask Horizon support before you buy if a particular island matters to you.

Published networks for Portugal

Horizon's Portugal plans list Vodafone Portugal and NOS Portugal. Airalo, Saily and Holafly name MEO, NOS and Vodafone; Nomad names Vodafone and MEO, and Ubigi names MEO. These are provider-published network details, not field tests; check them for your route before you buy.

Hotspot and unlimited data are separate questions

All Horizon plans include free hotspot sharing. A laptop or tablet on your hotspot uses the same purchased allowance, so pause background updates when you want to save travel data.

Holafly's Portugal product page published a 7-day unlimited plan at US$27.50 in its USD duration table and specifies 1 GB per day for hotspot sharing. That is a different allowance and duration from the fixed 30-day offers above, so we do not calculate a saving against it. Unlimited handset data may suit heavy phone use; it does not always mean unlimited tethering, so check the hotspot terms.

Portugal plus Spain
